Christopher is the principal and sole shareholder of CC Law & Policy in Washington, DC.  Chris’s legal and policy practice focuses on the Patient Protection and Affordable Care Act (“ACA”) and its impact on stakeholders ranging from employers and third-party administrators to health IT companies and hospital/health systems.  Prior to forming CC Law & Policy, Chris served as Tax and Benefits Counsel to the U.S. Senate Finance Committee.  During his time in Congress, Chris participated in the development of portions of the ACA, including the Exchanges, the State insurance market reforms, and all of the taxes enacted under the law.  Based on his experience as an employee benefits attorney, Chris possesses a unique level of expertise on matters relating to tax law, ERISA, and the ACA.

Mark has worked in the healthcare industry since 1994 and has a proven track record leading start up technology companies from initial formation through rapid growth. Mark began working in telemedicine in 1994 in graduate school, designing and developing an analog based telemedicine platform for Telemedicine Systems Corp. Later, as a cofounder of Simplyhealth.com / Connecture (CNXR) in 1999, the first national marketplace to incorporate quality metrics to the health plan point of purchase. He went on to start Colibrium, the first to bring integrated shopping, CRM and wellness capabilities to the health plan and member, successfully growing the company from 1 to 450 employees before selling the company to Hinduja Global Solutions in 2014. Mark lead both the Connecture platform and Colibrium’s Tuo platform from thought to Gartner’s Magic Quadrant.

Having worked with large organizations to start-ups, Chris is known for turning ideas into reality and delivering meaningful solutions with defined market demand. Driven by a passion to deliver what’s next, Chris partners with healthcare executives to identify and help mobilize them to grow their business and achieve personal success. As a p&l leader in the past, he fully understands the mounting challenges faced by those tasked with growing their businesses and remaining relevant in the face of ever evolving customer demands. Chris has spoken at industry conference trade events, a guest lecturer at universities, and is a published writer on issues ranging from healthcare affordability, emerging technology, to regulatory impacts in the market. He earned his Master of Business degree from the Carlson School of Management at the University of Minnesota in Minneapolis and is a graduate of Bethel University in St. Paul with a Bachelor of Arts in finance. He lives in the Minneapolis-St. Paul area with his wife and four boys, and in addition to the joys of being a husband and father is a competitive triathlete, musician, and frequent volunteer for local charities.
